RAL&#039;s exist for the same reason that pawn shops and payday loan companies exist.  There is a portion of the population that wants the service.  

Like the H&amp;R Block employee said, if you want to end the RAL&#039;s, just get the refund back to the taxpayer in 2 days and pay the tax pro out of the refund.</description>
