RAL’s exist for the same reason that pawn shops and payday loan companies exist. There is a part of the population that wants the service.
Like the H&R Block employee said, if you want to end the RAL’s, just get the refund back to the taxpayer in 2 days and pay the tax pro out of the refund.
Refund anticipation loans, or “rapid refund loans”, are nearly always a terrible thought.
